The Scholarship Affairs Unit of Pampanga State University acknowledges the concerns and feedback from our student-grantees regarding delays in the release of stipends under the Tertiary Education Subsidy (TES) and Tulong Dunong Program (TDP).
We understand the importance of these financial assistance programs and recognize that many students rely on these stipends to support their educational and other expenses.
In this regard, we would like to clarify that the release of TES and TDP stipends is subject to the availability of funds from the concerned funding agencies. While our office is responsible for facilitating the verification, processing, and submission of documentary requirements to the Commission on Higher Education Regional Office III (CHED ROIII), the actual allocation, processing, and release of funds are beyond the control and authority of the Scholarship Affairs Unit.
We would also like to address concerns regarding grantees who were unable to receive their stipends during previous payout periods. Upon receipt of funds by the University, the disbursement of grants is conducted within the prescribed period in accordance with existing guidelines and procedures. However, there are instances when the submission of liquidation reports and the completion of payout processes are affected by pending claims from some grantees. Before the closure of any payout period, the Scholarship Affairs Unit exhausts all reasonable efforts to contact, inform, and assist concerned grantees to ensure that they are able to claim their grants.
Moreover, regarding inquiries on whether all LandBank account requirements must be completed before stipend processing, we respectfully clarify that the University adheres to the directive and guidelines issued by the CHED Regional Office III. As communicated to our office, stipend releases are processed on a batch basis, and completion is among the requirements before the crediting and release of funds.
Furthermore, we respectfully encourage everyone to refrain from using harsh or inappropriate language toward fellow student-grantees, particularly those who have not yet submitted their LandBank account details and other required documents. We're communicating with these students through the appropriate channels and providing ongoing support and follow-ups to ensure they meet the requirements.
We also strongly discourage the posting or sharing of students’ names and personal information in unofficial or unverified groups and social media platforms. Doing so may result in unnecessary misunderstandings and may potentially compromise the privacy of students, contrary to the University’s commitment to data privacy and responsible information management.
Please be assured that all concerns related to incomplete submissions are being handled appropriately and professionally by the Scholarship Affairs Unit. We remain committed to assisting all grantees and ensuring that necessary documents are processed and endorsed accordingly.
We continuously coordinate with the relevant offices and promptly submit all required documents to help with the process of stipends. Any updates received regarding fund crediting through Landbank will be immediately communicated to all concerned grantees.
